Solution: According to Article 297 of the Constitution of India, all lands, minerals and other things of value underlying the ocean within the territorial waters of India are vested only in the Union. Both the Union and the State Legislatures are competent to compulsorily acquire or requisition of property by making law (Under entry 42, List-III, Seventh Schedule). In addition, the constitutional obligation to pay compensation has been abolished by the 44th Amendment of the Indian Constitution.
